In today’s competitive market, health and safety is becoming an important consideration when bidding/awarding work. Firms that are COR™ certified may qualify ahead of others for certain jobs. Buyers of construction can make COR™ a requirement for contractors bidding on work in order to be more confident in the contractor’s health and safety performance. COR™ provides proof that you have an effective health and safety management system. The table below lists the organizations that require COR™.

City of Toronto

In 2019 City of Toronto requires all contractors & consultants related to construction projects, regardless of dollar amount will require COR certification.

Infrastructure Ontario

Beginning in Spring 2018, for Infrastructure Ontario it will be a mandatory requirement in the Direct Delivery RFPs for companies to demonstrate COR certification.

Infrastructure Ontario – Direct Delivery Real Estate

As of 2017, projects over $10 million (Direct Delivery) will require participating companies to have registered in the COR program and begun the process towards successful certification.

Metrolinx

Effective 2018 COR certified status is required as of the date of closing for any construction procurements regardless of estimated project value.

Toronto Transit Commission

As of January 1, 2019 all contracts irrespective of value – Contractors must be COR™ certified.

Greater Toronto Airport Authority (GTAA)

Currently all contractors taking on the role of “constructor” (construction managers and/or general contractors) for all GTAA projects greater than $5M will be required to be COR™ certified which is verified by submission of their IHSA-issued “Letter of Good Standing (LOGS)” or demonstration that they are registered in COR™ and are currently pursuing certification which is verified by the submission of their IHSA-issued “Letter of Intent (LOI)”, as an alternative in the interim. In 2021 all contractors taking on the role of “constructor” (construction managers and/or general contractors) for all GTAA projects must be COR™ certified. 

City of Brampton

Currently contracts greater than $25M require COR certification. Starting January 2020 contracts greater than $10M require COR certification.

City of Mississauga

Starting September 2019 contracts greater than $25M require COR certification, and in September 2020 contracts greater than $10M require COR certification.

York Region

Currently bidders for contracts over $150k must be COR registered, and by 2021 bidders for contracts over $150K must be COR certified.

Town of Milton

Currently COR™ registration/certification will be a requirement with projects greater than $5M for General Contractors, Construction Consultants and External Project Managers. In addition, the COR™ requirement will also be expanded to add the Major Sub-trades to be COR™ registered or certified. This requirement will be included in the prequalification document and will be scored for COR™ registered and COR™ certified. Effective 2020, COR™ certification on projects greater than $500k will be a requirement for General Contractors, Major Sub-trades, Construction Consultants and External Project Managers.
